Summary: Moses describes setting up the cities that an unintentional man slayer can flee to, but he also makes it clear that anyone who intentionally kills someone is to be turned over to the avenger of blood. He talks of not moving boundary stones, then reviews that it takes two or three witnesses to condemn someone. If there is a dispute based on the witness of one man, the matter is to be set before the priests and judges, who shall make diligent inquisition.
